Nexa Advisory welcomes the opportunity to provide feedback on the Department of Climate Change, Energy, the Environment and Water’s (DCCEEW) consultation regarding the potential inclusion of Aggregated Resources (ARs) in the Capacity Investment Scheme (CIS).
Aggregated Resources – including C&I Consumer Energy Resources (CER), Virtual Power Plants (VPPs), distributed storage, and demand response – are essential to ensuring reliability, affordability, and decarbonisation of the National Electricity Market (NEM).
However, current schemes exclude mid-scale C&I projects, leaving them too small for large-scale incentives and too large for small-scale rebates. Battery uptake remains nascent, and demand-side participation (DSP) is constrained by eligibility and market visibility issues.
By addressing regulatory gaps, introducing tariff innovation for business customers, and enabling demand flexibility, Australia can unlock billions in system savings, accelerate renewable integration, and support industrial competitiveness. Crucially, it also unlocks significant private capital and innovation, reducing reliance on taxpayer funding and driving a smarter, more competitive energy system.
