Nexa Advisory Submission – Capacity Investment Scheme WA Design
Nexa Advisory welcomes the opportunity to provide a submission on the Capacity Investment Scheme 2025 Western Australia Wholesale Electricity Market Design Paper.
The Capacity Investment Scheme will play a key role in supporting the required investment required to decarbonise WA’s economy – ensuring that its coal-fired power stations can be closed by the end of the decade and that the state’s economy continues to electrify.
Bulk renewable generation, and storage – whether standalone or hybrid – will play a critical role in helping to meet strong electricity demand in WA due to electrification, which is expected to reach 35 TWh of annual consumption by 2033-34. While there is strong investor appetite, as exemplified by the recent 7x oversubscription of the first WA CIS tender, DCCEEW must ensure that the design of the CIS Agreement (CISA) remains appropriate to support investors and developers to deliver this capacity into the future.
A key outcome of this engagement is for DCCEEW to understand the different commercial realities of generation, storage, and hybrid projects – and reflect this through the design of different CISA products. This ensures the scheme accommodates all projects which meet the eligibility criteria and contribute to the overall objective of cleaner, more affordable electricity.
