Nexa Advisory welcomes the opportunity to provide input to AEMO’s Draft Integrated System Plan (ISP) Methodology, calling for a more robust approach to planning Australia’s energy transition.
Our submission advocates for clear boundaries between system planning and policy-setting, improved cost transparency for gas infrastructure and deeper integration of Consumer Energy Resources (CER) and distribution network developments into the ISP modelling.
We underscore the importance of co-optimising distribution and demand-side investments, and stress that the ISP must retain its role as a credible, independent roadmap for investors and policymakers, highlighting the need for:

clearer boundaries between electricity system planning and gas infrastructure investment;

more ambitious and realistic treatment of CER uptake, particularly as household batteries gain momentum;

improved transparency around distribution network capacity and its integration into system planning;

co-optimisation of demand-side resources to avoid unnecessary network investment.
